Government institutions are now confronted with a suggestive challenge: to indemnify and preserve the trust and confidence of the citizenry. President Benigno Aquino issued this call — a directive that is coherent with his platform of good governance and honest administration.

This move reinforces the implementation of Executive Order No. 605 series of 2007, an earlier directive for all government agencies under the executive branch as well as all GOCCs and GFIs to subscribe to the Quality Management System standards outlined in ISO 9001 and which persuades other government institutions including the legislative, the judiciary and state-run universities, which includes the Tarlac College of Agriculture to keep on trail.

ecognizing this, TCA through the Planning and Development Office (Institutional Development Unit) spearheaded the Orientation on the Government/ISO 9001:2008 Quality Management System on December 17, 2014, in partnership with the Development Academy of the Philippines.

Participated in by the members of the TCA Administrative Council, chiefs of units and officers of the Faculty Association and Non-academic Staff Association, Sir Arnel D. Abanto, DAP Vice President familiarized the participants on the basics of QMS, QM framework, standards & certification systems, and QM principles, procedures & models. DAP also vouched to assist the College in the establishment of a Quality Management System certifiable to ISO 9001:2008.

The orientation aimed to present a basic overview of the significance and principles of ISO 9001:2008 QMS/GQMSS and the roles and responsibilities of the QMS Core Team that would result in the promotion of awareness among management and employees of the College on how to succeed in its implementation.

Through compliance with ISO 9001:2008 Quality Management System standards, public sector organizations will be able to enhance their efficiency, reliability, responsiveness and transparency; and, improve its ability to achieve its targets. Knowing the standards and how to obtain certification is therefore an imperative.

After the orientation, the heads of offices and units were expected to re-echo the details of the orientation to their staff. It is expected that before the year ends, 100% of the TCA employees are aware of the ISO 9001:2008 Quality Management System.
